Rural Monitoring Information

Bassetlaw District Council are trialling a new system for monitoring planning permissions and completions in the District. The following table provides up-to-date housing monitoring information to support the proposed housing requirements identified within Policy ST2 in the draft Bassetlaw Local Plan.

Initially monitoring was for the period 2018-2037, however following feedback on the Regulation 19 Publication draft of the Bassetlaw Local Plan, it is proposed to modify this to 2020-2038. In addition, to align with Policy ST1 Spatial Strategy, all existing commitments have now been factored in to this monitoring framework (This includes existing residential permissions from before the monitoring period). The information will also include a column that identifies – when considering previous planning permissions – the remaining housing requirement, per settlement. 

The tables should be read in conjunction with Policy ST2 Rural Bassetlaw of the Bassetlaw Local Plan.

Rural Monitoring Framework

The aim of the Rural Monitoring Framework is to provide regular monitoring of the level of growth permitted in those settlements identified within the modified Local Plan Policy ST2 - Housing Growth in Rural Bassetlaw.

This update to the framework below will appear different to that of previous published updates because it now reflects the position of the housing supply as modified by the Planning Inspectors in the Council’s Housing Trajectory as of 31st March 2023. In addition, at the Inspectors request the Plan period for the rural area has now been modified to align with the Local Plan of 1 April 2020 – 2038 rather than 2018 -2038. Previous updates to the Rural Monitoring Framework included planning permissions and allocated sites in neighbourhood plans from the 1st April 2018. Therefore, any planning permission or sites allocated in Neighbourhood plans prior to the start of the Local Plan period (1 April 2020), have since been removed.

How to use Rural Monitoring Table

  • Columns C-E identifies the number of dwellings completed for each settlement per year since 1st April 2020.
  • Column F – identifies the number of dwellings with planning permission for each settlement since 1st April 2020.
  • Column G – identifies the number of dwellings on either Local Plan or Neighbourhood Plan Allocations for each settlement since 1 April 2020.
  • Column J – identifies the minimum level of housing growth per settlement as identified within Local Plan Policy ST2. 20% for each Large Rural Settlement and 5% for each Small Rural Settlement.
  • Column L – Provides an updated position for each settlement in terms of whether the level of growth set within Policy ST2 has been met. Those identified as RED mean that the level of growth has been met or exceeded. Those identified as GREEN mean there is some remaining capacity.

Where settlements have met or exceeded the identified level of growth within modified Policy ST2, further growth in those settlements may be permitted. Any additional growth for those settlements will be managed by modified Policy ST2 and/or other relevant policies within the Local Plan or made Neighbourhood Plans.
