Why is the Council doing a Local Plan consultation during the Coronavirus restrictions?
The Government encourage local authorities to continue producing Local Plans during the current COVID-19 restrictions, as long as consultation is undertaken safely and appropriately, and provisions are put in place to enable community engagement. The Council’s community engagement programme was approved by the council’s Cabinet on the 25 November 2020, is extensive and is consistent with national legislation and the Council’s adopted Statement of Community Involvement 2020. Although events are virtual other measures have been put in place to make sure that residents that are not able to engage virtually are still able to be fully involved in the consultation. More information is available on the Statement of Community Involvement (SCI).
The Council consulted on the Local Plan in January. Why are you consulting again?
We received a significant amount of comments about the Local Plan in our last consultation in January 2020. Analysis of the comments and new evidence led to changes to the Plan. Its important that our communities and stakeholders have the opportunity to comment on this next version of the Plan before we take it forward. This reflects national legislation and the local guidance set out in the Council’s Statement of Community Involvement.
What were the results of the previous consultation, and what have you done with them?
The comments received in January 2020 and the Council’s responses to them have been published on the Council’s website at www.bassetlaw.gov.uk/BassetlawPlan. These have informed the production of this draft Local Plan.
Responses to the previous consultation confirmed the importance of issues such as making sure there is enough infrastructure to support development, delivering a sustainable pattern of development, safeguarding the villages, meeting the full range of housing needs, providing for the right type of jobs, with matters such as climate change and increased traffic, identified as likely to be a problem.
What is the next step? When will the new Local Plan be ready?
Officers will consider all the feedback from this consultation and what the evidence is showing us before we write the next Local Plan. There will then be further consultation in Summer 2021 before the Plan is submitted to the Planning Inspectorate (late 2021). At an ‘Examination in Public’ the plan will be assessed by an independent Planning Inspector. It is anticipated that the new Local Plan will be adopted in late 2022.
