Job Purpose: You will work with the Housing Strategy and Engagement Manager on all aspects of strategy, policy, and regulatory development for the Housing Service, while closely collaborating with tenant involvement officers to engage tenants and ensure their views are incorporated into the management and ongoing development of the service.
Key Responsibilities:
- To assist in the development, review and improvement of strategies and policies relating to the Housing Service in line with current legislation and best practice. Working closely with Tenant Engagement Team to ensure all strategies, policy and are consulted on fully with engaged tenants and stakeholders.
- To assist in ensuring that the Housing Service meets Regulator of Social Housing Consumer Standards
- To assist in ensuring that the Housing Service is prepared for external regulation and inspection
- To assist in the compiling and preparation of required service wide documents for the Housing Service documents to include the Risk Register, Business Continuity Plan and submissions relating to Ombudsman compliance
- To assist in the preparation of responses to Housing consultations from Government, the regulator and other external bodies as required
- To monitor the performance of the housing market within the Bassetlaw District, particularly with regard to issues of affordability, need and standards and produce housing need reports where required.
- To contribute to the development and setting up of new initiatives to meet housing need and improve housing service provision throughout the Bassetlaw District.
- To be aware of regional and national housing and social policy development, to interpret, summarise and disseminate new legislation, regulation guidance and best practice and to recommend policy and service improvements to the Strategy and Engagement Manager
- To liaise with other services and agencies in order to accurately record all affordable housing provision in the district and to ensure that this is regularly updated in order to assist with the completion of statistical returns to Government Departments and other bodies.
- To assist in the Council’s strategic enabling role through work with Registered Providers, Developers, private landlords and other statutory and non-statutory bodies.
- To co-ordinate, manage projects and represent the Housing Service at meetings both within the Council and with outside agencies as directed by the Strategy and Engagement Manager.
- To identify and assist in securing other funding opportunities to support new initiatives by the Council and its partners from the Government, Homes England and other agencies.
- To support Housing Service Managers in policy development and in delivering change, by ensuring the delivery of the Council’s aims and objectives and promoting its core values.
- To be responsible for the commissioning, procurement and management of tendered research, consultation, surveys and master planning projects.
- To be responsible for carrying out research and analysis of housing and socio-economic data to inform the Housing Service.
- To co-ordinate the Housing Service’s approach to responding to GDPR and Freedom of Information Requests.
- To co-ordinate Housing Service’s involvement with and support the Council’s IT Service in the management and development of Housing IT systems and that the Housing Services pages on the Council’s website are reviewed and up to date.
- To ensure that all services are provided in accordance with the Council’s Equalities Policies and Procedures.
The post holder is required to carry out any other duties appropriate for the grade and responsibility level of the post.
The post holder will be required to comply with relevant legislation and in accordance with the Council’s policies and procedures.
The post holder will be employed under the NJC Conditions of Service for Local Government Services.
