Job title: Licensing Enforcement Officer

Job Purpose: The post holder will provide investigative, enforcement and other support / intervention services in relation to the full range of activities undertaken by the Licensing team.
Key Responsibilities:
- Visit and inspect premises, vehicles and other licensable sites in the Bassetlaw District to determine compliance with the requirements of licences and registrations in accordance with legislation and Council policy.
- To liaise with other Council departments; outside agencies (including Police and Fire Authority); trade associations and members of the public to promote legal standards and public safety. Work alongside other officers in the licensing team to support the objectives of the licensing authority.
- Responsible for gathering evidence/information relating to new and existing regulated businesses. Investigating reports of unlicensed activities. Where appropriate, preparing reports for and making representations to a licensing committee (including at evening meetings).
- Undertaking mediation with business operators in the community to resolve conflict through education as an alternative to formal enforcement action, where appropriate.
- To ensure that licensees comply with licensing conditions and requirements by arranging regular inspection/ follow-up visits to premises. Plan and implement directed enforcement including late night operations outside of normal working hours.
- Undertake appropriate enforcement action where breaches are identified through the preparation and issue of warning letters, notices and suspensions. Working together with licensees/applicants to resolve issues and monitor onward compliance as required.
- Access and interpret computerised licence records to assist with compliance visits and investigations.
- Maintaining evidence logs to support criminal investigations and prosecution. Maintain compliance with the laws governing local authority evidence gathering and surveillance.
- Gather evidence, including by interview of suspects, in compliance with the requirements of the Police and Criminal Evidence Act 1984. Where required prepare witness statements and prosecution files to support criminal prosecution. Where necessary give oral evidence to Courts and Tribunals.
The post holder is required to carry out any other duties appropriate for the grade and responsibility level of the post.
The post holder will be required to comply with relevant legislation and in accordance with the Council’s policies and procedures.
The post holder will be employed under the NJC Conditions of Service for Local Government Services.
