Job Title: HR Business Partner

Directorate: Office of the Chief Executive

Service: Human Resources

Responsible To: Human Resources Manager

General Job Objective: Under the direction of the HR Manager, the post is responsible for the provision of a proactive, effective and high-quality advisory service to managers and other key stakeholders, to meet the objectives and priorities of the Council’s services. 

Location: This will be an office-based role located within the Council offices.

Key Tasks:

1. To work at a professional level with minimal supervision, flexibly and generically across all areas of the HR & OD function, responding to changing and fluctuating needs and priorities, as required.

2. To coach and train managers, supporting the growth of management capability across the Council.

3. To effectively facilitate organisational change and improvement in the delivery of services across the Council.

4. To develop policies, guidelines and procedures on HR related issues, conduct research and prepare management information and reports, as required.

5. To support managers with advice and guidance on people-related issues: talent acquisition, coaching/development, grievance, discipline, absence management, capability, harassment and bullying, redundancy and redeployment.

6. To develop a good and respected working relationship with Trade Unions.

7. To support and deliver HR initiatives as required, including the management of project-based activities to successful completion.

8. To ensure that all data is handled in accordance with the provisions of the Data Protection Act and to take personal responsibility for ensuring that all HR data is kept accurate and up-to-date, and that clear and complete employment records are kept, both electronically and in paper form.

9 To represent the Council, where appropriate, at meetings with external organisations.

10 To comply with the Council’s procedures, rules, standing orders, financial regulations, and Health and Safety Policy.

11. Any other duties commensurate with the grade and responsibility level of the post.
