Finance Manager - (Financial Management and Reporting) - Person Specification

Job title: Finance Manager 

Key requirements:

Priority 3 – Would enhance performance in the job, but is not essential

Qualifications

  1. A qualified accountant (CIPFA, ACCA, ACA, CIMA) with relevant post qualification experience and evidence of continuing professional development (Priority 1)
  2. Management qualification or equivalent on the job experience (Priority 1)

Knowledge

  1. Extensive, detailed knowledge of local government financial policies, procedures, and statutory regulations and how they impact on finance and governance. (Priority 1)
  2. Knowledge of capital accounting, HRA accounting, collection fund accounting and treasury management. (Priority 2)

Experience

  1. A minimum of 5 years experience of working at a senior level within a public sector setting. (Priority 1)
  2. Significant experience in the management and preparation of year end processes and the production of the financial statements. (Priority 1)
  3. Experience of managing a team, including staff development and appraisals (Priority 1)
  4. Experience of using and developing financial management systems. (Priority 1)

Skills

  1. The ability to communicate and present detailed financial information to finance and non-finance individuals/ groups at all levels of the organisation. (Priority 1)
  2. Excellent organisational skills and initiative to deal with and manage deadlines (Priority 1)
