Job title: Finance Manager
Key requirements:

Priority 2 – Could not do the job without this, but provided have Priority 1 criteria, this could be developed in the job over an acceptable period
Priority 3 – Would enhance performance in the job, but is not essential
Qualifications
- A qualified accountant (CIPFA, ACCA, ACA, CIMA) with relevant post qualification experience and evidence of continuing professional development (Priority 1)
- Management qualification or equivalent on the job experience (Priority 1)
Knowledge
- Extensive, detailed knowledge of local government financial policies, procedures, and statutory regulations and how they impact on finance and governance. (Priority 1)
- Knowledge of capital accounting, HRA accounting, collection fund accounting and treasury management. (Priority 2)
Experience
- A minimum of 5 years experience of working at a senior level within a public sector setting. (Priority 1)
- Significant experience in the management and preparation of year end processes and the production of the financial statements. (Priority 1)
- Experience of managing a team, including staff development and appraisals (Priority 1)
- Experience of using and developing financial management systems. (Priority 1)
Skills
- The ability to communicate and present detailed financial information to finance and non-finance individuals/ groups at all levels of the organisation. (Priority 1)
- Excellent organisational skills and initiative to deal with and manage deadlines (Priority 1)
