Finance Manager - (Financial Management and Reporting) - Job Description

Key responsibilities

  1. To support the Head of Finance & Property with the strategic and operational day-to-day management for the provision of a comprehensive, high-quality accounting and exchequer service to include the specific areas of: General Fund and HRA budget planning and financial monitoring (revenue), collection fund, financial reporting, VAT and accounts receivable functions, and the staff engaged in this work.
  2. To coordinate and prepare the Council’s annual revenue budget for both the General Fund and Housing Revenue Account and assist with the production of the Medium-Term Financial Plan, and the HRA multi-year Business Plan. To ensure budget targets are properly monitored and accurate, timely projection information is available for reporting to senior management to assist in decision-making.
  3. To manage the coordination and preparation of the Council’s final accounts and complete the accurate, compliant, and timely production of the annual statement of accounts.
  4. To ensure that the Council’s accounts comply with accounting standards and codes of practice and existing and future legislation where known, and to ensure compliance with internal rules of procedure, including Financial Procedure Rules and Contract Procedure Rules.
  5. To develop and maintain effective working relationships with internal and external auditors, ensuring work is planned, supported, and completed on time and recommendations are implemented or responded to.
  6. To provide a high level of financial advice and support service to a diverse range of council services, elected members, and other stakeholders through the production of reports, briefings and presentations.
  7. To lead on the financial aspects of complex key areas such as grants and projects within the Council, providing financial advice and training to senior management and budget managers.
  8. To lead on the management of the VAT affairs for the Council ensuring that costs are minimised and are compliant with appropriate regulations.
  9. To ensure the effective operation of the Council’s financial systems including reviewing the performance of the systems, ensuring that the controls are robust, implementing upgrades, system development and effective management of interfaces.
  10. Champion continuous service improvement, including the professional development, training, performance, and motivation of staff within the team.
  11. To assist the Head of Finance and Property in producing, developing, and reviewing service and business plans which support the achievement of divisional and directorate targets including achieving the Council’s vision.
  12. To deputise for the Head of Finance and Property as and when required, and to undertake any other duties commensurate with the role.
