Job title: Contract and Procurement Co-ordinator

Responsible To: Property and Development Manager

Job Purpose: To co-ordinate and direct all procurement and development of scope / specification activities delivered by the Housing Service

Key Responsibilities:

1. Assist the Property and Development Manager in procuring and delivering the Housing Capital Investment Programme, including the management of internal and external contractors employed to undertake these works.

2. Assist the Property and Development Manager with formulation and procurement of the Council’s Housing Repair and Maintenance Contracts (Capital and Revenue).

3. Oversee the preparation of estimates and / or cost plans relating to the Council’s Housing Investment Programme ranging from minor works to major construction projects.

4. Participate in the preparation of tender documentation and contracts, including the production of Bills of Quantities, Schedules of Rates, Specifications and Contractual Documentation.

5. Maintain strict financial monitoring of all projects including preparing interim valuations, cost checking, evaluating and settling contractual and financial claims and the settlement of final accounts.

6. Ensure effective project management systems so that client officers, contract supervision and effective quality control measures are clearly logged for each project and that responsible officers for health and safety are in place and identified.

7. To identify service improvements, including the requirement for new or improved operational procedures and expenditure savings.


The post holder is required to carry out any other duties appropriate for the grade and responsibility level of the post.

The post holder will be required to comply with relevant legislation and in accordance with the Council’s policies and procedures.

The post holder will be employed under the NJC Conditions of Service for Local Government Services.
