Review of Polling Districts and Polling Places 2023

Unless otherwise specified, the (Acting) Returning Officer is not aware of any issues or concerns for the polling districts or polling places and therefore does not propose any changes to the existing arrangements.

The Acting Returning Officer considers that Markham Moor Inn is a central location within the polling districts. The Council is also keen to minimise the use of schools where possible to avoid disruption. In the past the school has been reluctant to be used as a polling station. It is also noted Markham Moor Inn has been used successfully for the previous two elections with good facilities. There have been positive comments from the polling staff on the use of Markham Moor Inn. The (Acting) Returning Officer therefore proposes that Markham Moor Inn be used as the Polling Station for future elections.

The Ward Member for East Retford East has suggested that some streets currently located in polling district FA4 would be better placed within FA5 due to the proximity to the polling station. The comments from the Ward Member have been noted however as there have been no adverse comments from electors the (Acting) Returning Officer proposes that no changes to the existing arrangements be made at this time. The Council is currently in the process of an Electoral Review. The proposed changes will be explored after implementation of that Review as a Polling District Review would need to be carried out following the Review.

The Ward Member has raised concerns regarding the amount of electors allocated to the station. She has commented on the walking routes in the area and the location of amenities. The GIS analysis shows that all properties are within 5 minutes driving time for both Polling Stations. The walking distance is slightly increased for some properties if they were to go to the Town Hall as an alternative. The (Acting) Retuning Officer proposes that polling district KA5 be allocated to the polling station at Harworth Town Hall to reduce the electorate allocated to the community centre given the size of the polling station. It is proposed that there is no change to the existing arrangements for polling districts KA1 and KA2.

Given issues contacting the Village Institute for use at previous elections and issues raised regarding the facilities the (Acting) Retuning Officer proposes that All Saints’ Church Hall, Main Street, Harworth, DN11 8LE be used for future elections. At the May 2023 election All Saints’ Church Hall was used successfully as the polling station with no issues raised by electors. All Saints’ Church Hall has disabled access, a large car park and is located close to the Village Institute.

The (Acting) Retuning Officer proposes that polling district KA5 be allocated to the polling station at Harworth Town Hall to reduce the electorate allocated to the community centre given the size of the polling station. The (Acting) Returning Officer does not propose any changes to the existing arrangements for the KA4 polling district.

Parking: Limited off street parking and on street parking is available.	In previous years a temporary polling station has been located on Gilbert Avenue. The unit had limited space and a lack of disabled access. For the May 2023 election the Walks of Life Museum, Lincoln Road was used. The Museum is located on the main road close to the residential area. The access to the room in which the polling station is located is adequate with some off street parking and on street parking is also available. There was positive feedback from polling staff regarding the use of the Museum and no adverse comments from electors. The (Acting) Returning Officer therefore proposes that Walks of Life Museum be used as the polling station for future elections.

Concerns regarding the size of the Conference Room for the size of the electorate have been noted however it is not conserved that there is a suitable alternative within the polling district. In previous years a temporary polling station has been located at the Tesco Store on Gateford Road. The unit had limited space and a lack of disabled access. For the May 2023 election the Balmoral Community Centre was used. Whilst Balmoral Community Centre is outside the polling district it has good facilities and has been used for the previous two elections with no issues raised from electors. It had also been used for this polling district prior to the temporary unit being used. The (Acting) Returning Officer therefore proposes that Balmoral Community Centre be used as the polling station for future elections.

The unit had limited space and a lack of disabled access. The Romans Rest is just outside the polling district however there is no alternative without the use of a temporary unit within the polling district. There have been no issues raised by electors with the use of the Romans Rest. The room used is the play centre which is separate to the pub with good access and a large car park. The Ward Member has received positive feedback and is supportive of the change. The (Acting) Returning Officer therefore proposes that the Romans Rest, Celtic Point be used for future elections.

It is proposed that Manton Children’s Centre, Community Way be used for future elections.

The (Acting) Returning Officer proposes that Manton Children’s Centre, Community Way be used as the polling station for future elections.
